Yes, you are correct. You can use your approved developer token (basic
access) to make calls against your AdWords production accounts from which
you have generated your OAuth2 credentials (preferably, from a user on the
parent MCC so it can access all the child accounts directly).

Also, when I have developer token(basic token) from my adwrods account, it
can be used to make calls against any account for which you have a valid
refresh token after user access permission OAuth2.0 ?
