Oh yeah. I forgot about this stuff we have used in the past. It
chemically combined with the rust and bonded to the metal
underneath. Goes on milky-colored, and turned black. Can't for the
life of me what it was called.

I really don’t want to back out tight sheet metal screws. They may be rusted
in but even if they are not, they never go in as tight and secure the second
time. Plus I think it is more work than just hitting them all with a shot of
paint.
