The surge from this with Cat 4+ winds were devastating. The areas that
were swept clean are huge. But the loss of life was much minimized
probably because of the scare that those prior hurricanes put into
people. It somewhat doesn't look as bad because such huge areas are
just blank ground

It's either extremely short term memory, or they are just talking
about that one tiny portion of coast. PR is a "colony" and gets
short shrift any way you look at it.
