A Site Monitor is $99.  Add an appropriate DP relay for $10-20.  Put that DP relay inline with the AC cord.  You could do a single pol relay and just open the hot wire, but enough outlets get wired backwards that I'd just as soon open both and be sure. You need a little knowledge to wire this
