New update. It looks like the heater may only kick on with 30V. At 24V, it was cycling. Bumped power to 30V and it it drew 15w and booted. It seemed to work with both polarities. Waiting for radios to cool down now to test again (they're sitting in the freezer) Using 100W 24v power
