list".
They couldn't do it, and therefore it was not enforceable.

I'm thinking again, unless a state provides "the list", they can't force an ISP 
to do anything about it.

Plus it's entirely fruitless.

They should really go after the content provider networks with better abilities 
to code protect and lock down content.

Too late nowbut you could make an analogy to drug smuggling.
I read once that with everything we spend on the DEA and border patrol 
(I think it's over a hundred billion per year) we catch about 2% of 
illegal traffic.


You'd have to somehow inspect and decrypt every packet to be 100% 
successful.  The border patrol equivalent would be to stop every vehicle 
and strip it down to parts and put it back together.  100% effective at 
finding the drugs, but not worth it.
