There have been some recent-ish debates on whether or not subject line
actions actually work - I don't remember the exact state of that. So
there's a chance this was ineffective.

Hi, I'm the Rulekeepor. I organized the Rulesets. I will admit that the
textual Rulesets are not the very convenient. That's why I didn't join
Agora earlier, in fact. Eventually, I'm going to attempt to make an
interactive Ruleset, but I haven't even started working on the code to
generate that.

About once every 5 years someone has written a FAQ, which is useful for about a
year
until the rules change enough or we forget about it - we've been terrible about
actually maintaining such things. It's been that long or more since the last
one

No, not that I know of. As I recall, there was some discussion about making one
a while ago (for precisely this reason - it's intimidating to new players). But
it never came to anything.
