already receive this type of award earlier in the same Agoran

This doesn't work; the existing text is both intended and correct (I know
you've been away, but I've already voted down one proposal for the same
reason so I am not going to repeat the explanation).

A fix proposal should probably fix the fact that you can influence
politicians with the wrong favours.
