We used to have a *really* complicated winter holiday rule, originating
when the majority of players were in academia and we were afraid of
Dependent Actions being forced through when everyone was on holiday. The
winter holiday rule paused the "game clock" (we did
2,3 and 4 have already ended, and it's INEFFECTIVE regardless (less than
minimum bid).
