I am co-maintainer of smooth tasks.
Upstream has still activity but there are no commits in the direction
of supporting plasma 5.
Meanwhile, there is a plasmoid in plasma5 that does something similar,
but I think overall it's rather crappy. For example it groups windows
and has no option

I've reinstalled using dpkg -i --force-confmiss but no luck.

tried with the experimental version as well and it has the same problem.
On the GUI it will ask me to check for proxy settings and in the selector to
decide which area I want to edit, all the images will be missing.

yep, Qt4 doesn't compile anymore as Qt5 is recommended nowadays. If
you want to build with Qt4, try applying patch
packaging/ubuntu/0001-Make-build-with-Qt4.patch
