There is a change pitch or tempo submenu in effects in audacity. From there,
you can select tempo
It should do allright.
Lots of vst plugins work with it as well.

I would try goldwave, this has a timeshift feature, but it might take a bit
of fiddling to slow it down enough, but the pitch does stay the same.

stretching of samples and there is pretty obvious artefacting, although I
guess not everyone can
