This new behavior is intentional, see issue 54993 and issue 94698. To enable the manual breaks, clear the Height in pages value (empty the edit field in the dialog). Effect disappears when you change menu 'Format - Page - Sheet Scaling Mode' to Reduce / Enlarge in TESTDOC.ods. So I believe this is related to or DUP of Issue 54993, but to be honest, I did not understand all details of Issue 54993, and so I can't decide whether this one is a DUP of a result of the fix or whatever else.
