I can confirm that the problem can come from an old version of Java
JRE. Apparently it requires JRE 1.6.
On Linux Ubuntu 0804 with an OpenJava 1.5 (equivalent of Sun JRE 1.5),
I had to upgrade to OpenJava 1.6 (Sun JRE 1.6).
Then the problem disappeared.

Yes. this is the solution.
The problem is that older version of Java lack a XML schema validator.
Unfortunately, the SDK tools revert to the wrong code path when this
happens and it looks like the schema is more recent that the tools and
it requires to update the tools first.
