It is *not* down. There are no index.html file in that file, so browsers show a 404 error, but Eclipse does not care about it and look for site.xml, which *is* present. For some reason, some people fail to access the update site using https. If that happens try http. This page: http://code.google.com/android/intro/installing.html contains a lot of troubleshooting information regarding the installation of the plugin, including a link to an archived version of the plugin. Please make sure you have tried everything mentioned in the installation steps. The instructions are different for Ganymede and Europa Eclipse packages. Are you following the instructions for the right package?
