Actually there is some proxy settings in android beginning with 1.5. However you won't find any button or menu to open it. To setup proxy launch voice dialer app and say word "proxy" . Voice dialer will hang there for about 3 seconds and in resulting dialog you should see "Open Proxy settings". Go

Sorry, I don't know much about. I think you are asking about running a proxy server on Android. I know about that. But as far as I know, that need the application level supports for proxying. But I can't find any apps on Android has proxy setting, even the web browser, the default webkit in Android
