I repeatedly encounter a locked AVD/emulator when enabling the Wipe user
data flag. In addition, previously installed .apk files are still present.

You are much more likely to find someone willing to check it for you
if you tell us what you think is wrong with it: after all, we don't
have a sample of XML handy that is consistent with the XML parser
