For me I checked out a fresh copy out of SVN to sort this issue out. I found that dx.jar was not in platform-tools/lib so I copied it from platforms\android-3\tools\lib and that may have fixed my problem. At least everything is compiling, and the emulator started up. Should dx.jar be with the SDK?
