I don't think it violates the idea of the rules to leave and come back. I
think the concern is so students don't manipulate things in their own favor.

I am not in favour of keeping vacancies. Whoever is eligible to
participate now, may participate and be elected. If someone elected has
to step down, then we wouldfill the vacancy with the next in the list...
