We have the same issue, complicated by the fact that the lack of scroll bar
means that sometimes you can't get down to the bottom of the collection
description. Needless to say, this is a major UX issue! There is a JIRA

I am not sure why you are receiving this error if the data is UTF-8. I know
there is a check in the migration tool to make sure that failures due to
non-UTF-8 characters do not cause the migration tool to fail and stop, but
instead the tool logs the error and moves on to the next rec
