We are getting closer to the ARIN XXVI Public Policy and Members Meeting, taking place 6-8 October, in Atlanta, Georgia in conjunction with the North American Network Operators’ Group (NANOG) 50. In accordance with Article VIII, Section 2.b. of the ARIN Bylaws, any individual, regardless of membership status, may petition to be placed on the ballot for election to the Board of Trustees or Advisory Council by successfully completing the ARIN petition process. Tuesday, 21 September, is the deadline for ARIN member organizations to confirm they have an eligible Designated Member Representative (DMR) to vote in this year's election for the ARIN Board of Trustees, Advisory Council (AC), and Number Resource Organization Number Council (NRO NC). Many of the candidates will address the membership on 6 October at ARIN's Public Policy and Members Meeting in Atlanta. The polls are now open for the election to fill two (2) seats on the ARIN Board of Trustees and five (5) seats on ARIN Advisory Council. The polls will close at 3:00 PM EDT on 16 October. You must be the designated member representative (DMR) from a General Member in good standing to vote. As stated in previous announcements, the deadline for establishing voter eligibility was 21 September 2010. Brief candidate biographies, a link to submit or view statements of Support, and the voting booth itself can be found through ARIN Election Headquarters at: https://www.arin.net/app/election/ The online election is a two-step process. The International Telecommunications Union (ITU) opened its 18th Plenipotentiary Conference in Guadalajara, Mexico on 4 October 2010. The ITU Plenipotentiary, held every four years, represents the highest authoritative body of the ITU. During this critical meeting, also known as PP10, Member States (there are 193 sovereign nation members) will determine the ITU's policy and strategic direction for the next four years. Representatives from AfriNIC, APNIC, ARIN, and LACNIC have been present at the PP-10 and are actively engaging with governments on the resolutions relevant to the global Internet community, particularly as it pertains to the increasing interest of the ITU and some Member States in the management and distribution of Internet number resources. The meeting is in it's final week where proposals are being brought to the plenary for readings and approval. As much of the documentation is restricted to member internal use (ARIN is a sector member) it is not possible to share much detail at this point. [arin-announce] ARIN Recognizes Interop for Returning IPv4 Address Space
ARIN today recognizes Interop, an organization with a long-standing presence in the Internet industry, for returning its unneeded Internet Protocol version 4 (IPv4) address space. Interop was originally allocated a /8 before ARIN's existence and the availability of smaller-sized address blocks. The organization recently realized it was only using a small portion of its address block and that returning the remainder to ARIN would be for the greater good of the Internet community. ARIN will accept the returned space and not reissue it for a short period, per existing operational procedure. After the hold period, ARIN will follow global policy at that time and return it to the global free pool or distribute the space to those organizations in the ARIN region with documented need, as appropriate. With less than 5% of the IPv4 address space left in the global free pool, ARIN warns that Interop's return will not significantly extend the life of IPv4. ARIN continues to emphasize the need for all Internet stakeholders to adopt the next generation of Internet Protocol, IPv6. ARIN is seeking community input regarding the availability of ARIN services to invalid Points of Contact (POCs) identified by ARIN's POC Validation Process. Based on feedback expressed at the recent ARIN Public Policy and Member Meeting in Atlanta as well as the Public Policy Mailing List (PPML), ARIN is considering implementing changes to the services available to Invalid POCs. These changes are intended to further improve the accuracy of POC data in ARIN's Whois by requiring users to validate their invalid POCs prior to requesting services and database changes. The proposed changes limit services to users linked to Invalid POCs in the following manner: • ARIN Online users would only have access to POC validation and modification features until they validate any non-validated POCs to which they are linked. Once validated, an ARIN Online user would have access to all available ARIN Online functionality. • Any service requests made through ARIN’s RESTful Provisioning Service, https://www.arin.net/resources/restful-interfaces.html, would be returned with a message directing users to validate their associated POC information through ARIN Online. • Template submissions for POC, organization, network modifications, v4 simple reassignments, v4 detailed reassignments, v4 reallocations, v6 detailed reassignments and v6 reallocation requests would be returned with a message directing users to validate their associated POC information through ARIN Online. • Templates requesting resources directly from ARIN (v4 ISP request, v4 End-User request, v6 ISP request, v6 End-User request, ASN, experimental), or requesting resource transfers or ASN modifications would be accepted and ticketed, however, they will not be processed if the POC is invalid. In early 2011, ARIN will be releasing updated templates (Version 5) when we change systems in order to support per-delegation management of nameservers and provision secure delegations through Domain Name System Security Extensions (DNSSEC). This new delegation management system will be available through ARIN Online only, so we will be releasing a new set of templates that will also include an API key field for added security and authentication. The nameserver fields and the optional resource contact section are also being removed from the Version 5 templates. The new templates are available for preview at: https://www.arin.net/features/template_changes.html For those who continue to use the version 4 templates, the new system will ignore nameserver changes submitted via template and will ignore any resource POCs added on Detailed Reassignment or Reallocation templates. Please note that version 3 templates will not be supported after the new templates are released, so if you are still using version 3, please plan accordingly. Because the current system is not yet ready to accept the new templates, please continue using the current template set until further notice. After the version 5 templates are released, all new requests should be submitted using these revised templates. The new system is backward compatible, so ARIN will continue to accept the version 4 templates to allow customers using scripts sufficient time to update their software. Any organization or individual in the ARIN service region holding legacy Internet number resources not covered by any other registration services agreement with ARIN is invited to sign. ARIN made available a public wiki site focused exclusively on IPv6 in May 2007 at http://getipv6.info. In the time since that release, there have been hundreds of contributions made by many active participants in our community. To help facilitate this on-going effort to expand and share knowledge on IPv6, ARIN recently shifted the content on the website into more intuitive groups and to outline some new areas where we believe additional information would be helpful to the large and diverse community we serve. While much of the content has been simply regrouped and remains unchanged, we hope these new categories and the reorganized home page assist the community in sharing knowledge and getting the right answers to those most in need. All interested individuals in the community are invited to use the site, at http://www.getipv6.info, to post information they believe may be helpful to others looking at implementations or migrations of networks to IPv6. This can include recommended practices, success stories, case studies, and general information on using IPv6 in the ARIN region. Today, 30 November 2010, the IANA allocated four /8s to the RIRs – 23/8 and 100/8 to ARIN and 5/8 and 37/8 to RIPE NCC. This leaves only seven /8s remaining in IANA free pool of IPv4 addresses, or 2.73% of the total. When the IANA IPv4 free pool has only five /8 blocks remaining, they will be simultaneously distributed to the five RIRs in accordance with global policy. This means that only two blocks remain to be handed out under the normal distribution method. With so little IPv4 address space left in the global free pool, ARIN continues to emphasize the need for all Internet stakeholders to adopt the next generation of Internet Protocol, IPv6. Subscriber Members After One Year After an organization has been a subscriber member of ARIN for one year, that organization may choose to request up to a 12 month supply of IP addresses. On the date that ARIN receives its last /8 as a result of the IANA executing section 10.4.2.2 of the NRPM and in accordance with the Global Policy for the Allocation of the Remaining IPv4 Address Space, the length of supply that any organization may request from ARIN from that moment forward will be reduced to three months. Any pending request submitted prior to that moment will continue to be eligible for a twelve month supply of addresses as long as need is established within thirty days of that moment. Rationale: ARIN's pending operational practice is that if an organization has a request in the ARIN hostmaster queue for IPv4 resources when the IANA declares the exhaustion phase (10.4.2.2), their request will be automatically truncated from a twelve month supply to a three month supply since policy in effect at the time of exhaustion will apply. 8.3 and 4.2.4.4 are currently in effect. Example: If an entity is asking for 4 x /24 for a 12 month period and IANA exhaustion occurs, a requester will receive, if justified, 1 x /24. If an entity is asking for 120 x /24 at the time that exhaustion occurs, they would only receive 30 x /24 if justified. If ARIN determines that this same entity would only qualify for 90 of the 120 x /24 requested, then that entity would only receive 22 x /24. ARIN has the equivalent of almost a /8 in at least one reserve, has recently received 2 /8's, received ~391 x /16's as a result of the distribution of various registries from the IANA and is guaranteed to receive at least one additional /8 (aggregate of about 92 million individual IPv4 addresses) as a result of the execution of 10.4.2.2 by the IANA. Considering the size of the supply, it would seem prudent to provide for all members needs in a fair and consistent manner as long as possible in order to support the continued orderly transition of the Internet to IPv6. Rational: In this period of available IPv4 address scarcity and transition to IPv6, IPv4 addresses that are not deployed along with IPv6 are simply not being efficiently utilized. Although we have likely failed to deploy dual-stack in a meaningful way in time to avoid transition problems, we can still choose the correct path for future assignments, allocations and transfers. Changes are coming at the end of March that will impact communication with ARIN's Registration Services. These new systems will improve the customer experience and greatly increase the level of automation used to process requests and manage resources. ARIN has made a series of announcements about pending changes to templates, the new delegation management model, and the addition of API keys. These changes will impact each and every customer, and if you don't prepare, your template submissions will be rejected by the new system. There are many steps you can take to be ready for these changes, and I strongly encourage you to take advantage of the opportunity to prepare in advance. The first step is to set up an ARIN Online account if you have not yet done so; this is a great opportunity to make sure all the information on your Point of Contact and Organization records is current. The next step will be to set up an API Key. If you already have your account established, take a minute to log in and create your API key. There are a couple of ways that API keys will be used; refer to https://www.arin.net/features/api_keys.html for details. You will also want to familiarize yourself with the updated and soon to be released, Version 5 templates. These templates include the API key fields, and may be previewed at: https://www.arin.net/features/template_changes.html The new templates will be released at the same time ARIN changes systems in order to support per-delegation management of nameservers and provision secure delegations through Domain Name System Security Extensions (DNSSEC). All address blocks that are assigned or allocated by ARIN under a valid RSA, as well as specific address blocks that are included under a Legacy RSA with the legitimate validated address holder, are deemed to have services requested for them. An organization requesting registry services for one or more specified address blocks, that also holds additional address blocks not specified in their request, is not obligated to receive registry services for those additional address blocks and those blocks are not deemed to have services requested for them. 13.1.2. Directory Placeholders For any address blocks, for which there are not fully executed ARIN service contracts, ARIN will create generic placeholder entries in the ARIN Whois directory. These placeholder entries will not specify organizational details, but will indicate that the entry represents a non-member resource. When applicable, each non-member resource placeholder will include a reference and/or RWhois referral to the authoritative directory service for that block, or the directory service operated by the IANA, or by another organization in the event that IANA has delegated their directory service responsibility to that organization. This does not apply to placeholders that represent an unassigned and unallocated address block delegated to ARIN by the IANA. 13.2. Recognition of Legitimate Address Holders ARIN will use the following criteria in order to determine whether an organization is the legitimate address holder for a given IP address block. 13.2.1. Original Allocation Record The original allocation records, such as those documented in RFC 1166 issued in July of 1990 or the InterNIC database received by ARIN from Network Solutions in December of 1997, will be used as dispositive proof, absent any contrary documentation such as those specified in section 13.2.4 below, in determining whether an organization is the legitimate address holder. 13.2.2 IANA Records of Legitimate Address Holders In the event that the IANA has historical records, and/or current records, showing the assignment or allocation of a given IP address block to a specific organization, those records will be used as proof, absent any contrary documentation, in determining whether an organization is the legitimate address holder. APNIC announced that as of Friday, 15 April 2011, its IPv4 address pool reached the Final /8 IPv4 address block, bringing the Asia Pacific region to the last Stage of IPv4 exhaustion. This is a very important milestone on the IPv4 exhaustion process at a global level. This means that APNIC is now supplying IPv4 address space to its members from the last /8 it holds according to the guidelines in section 9.10 in Policies for IPv4 address space management in the Asia Pacific region: http://www.apnic.net/policy/add-manage-policy This event does not affect ARINs IPv4 address supply or allocation policies. IPv4 depletion in the ARIN region will be driven by the rate at which qualifying requests are received. We cannot predict how long ARIN’s pool of IPv4 address space will last, but we will continue to distribute IPv4 address space in accordance with the policies documented in the Number Resource Policy Manual as long as there are addresses available. Now that the first Regional Internet Registry has issued their last IPv4 addresses, it is clear that the move to adopt IPv6 can’t be delayed. IPv6 addresses are in plentiful supply, and organizations should be working to facilitate their transition. [arin-announce] LRSA Requirement Modified for 8.3 Transfers
Based on ARIN’s Public Policy Mailing List (arin-p...@arin.net) discussion in February 2011 and concurrent interest from ARIN’s Board of Trustees, the procedure requiring a Legacy or standard Registration Services Agreement (Legacy RSA or RSA) for resources being transferred has been revised. Effective immediately, the transferor of legacy address space is not required to have the resources under a current registration services agreement with ARIN. In the absence of a Legacy RSA or RSA, transfer requests may take longer than expected and/or not be completed at all, because the address holder must be verified and confirmed to be a valid transferor via the vetting process. Organizations with legacy resources are strongly encouraged to enter into a registration services agreement with ARIN prior to initiating a transfer to avoid these issues. Also note that in lieu of a Legacy RSA or RSA, ARIN requires an officer attestation from the claiming address holder in order to initiate the vetting process. This procedural change was implemented in order to remove what some organizations may have viewed as a burdensome requirement in the specified transfer process. Transfer process documentation on the ARIN website has been updated to reflect this procedural change. Additional reformatting and minor text edits were made to improve process clarity and to make it easier to complete the various types of transfers available in the ARIN region. At that point, DNSSEC validation will occur from the root down if you properly set up your DNSSEC-aware recursive resolver. ARIN's DNSSEC initiative will be considered complete once these DS records are in place. For most DNSSEC-aware recursive resolver operators, nothing needs to be done for this change to be in effect as long as you have configured your DNSSEC-aware server to use ICANN's Key Signing Key (KSK) for the root zone. For those who have used ARIN's trust anchors (in place since 2 July 2009) to take advantage of DNSSEC before the root or in-addr.arpa was signed, you MUST remove them within the next two months of this date. Otherwise, DNSSEC validation may fail due to a KSK change. Additionally, ARIN will also coordinate with Internet Systems Consortium, Inc. (ISC) to remove ARIN's delegations from their DNSSEC Lookaside Validation (DLV) registry after setting up these records in in-addr.arpa and ip6.arpa. The DS records will remain the same as the current trust anchor for the next two months. After that time, ARIN will begin rolling a KSK for its authoritative zones, which will cause any DNSSEC-enabled resolvers that use ARIN's statically configured trust anchors to fail. [arin-announce] 2011 Global IPv6 Survey Now Open
As announced last year, after the 2010 survey results were presented, GNKS Consult is working with the RIPE NCC and NRO to repeat the global 2010 survey on the current and future use of IPv6. The IPv6 Deployment Monitoring Survey is now online, and we encourage all members of the ARIN community to participate. The survey is available at http://www.surveymonkey.com/s/GlobalIPv6survey2011. The purpose of the survey is to develop a better understanding of where the community is moving, and what can be done to ensure the Internet community is ready for the widespread adoption of IPv6. There has been little change to the survey since it was carried out in 2009 (only RIPE and APNIC) and 2010 (global), which will make comparison of progress possible. The results of previous surveys showed that community participation does contribute to a better understanding: more than 90% of last year's over 1600 respondents indicated that they were interested in participating again in 2011. We encourage all organizations to participate in this survey, which we hope will establish a comprehensive view of present IPv6 penetration and future plans for IPv6 deployment. The survey is composed of 23 questions and can be completed in about 15 minutes. For those without IPv6 allocations or assignments, or who have not yet deployed IPv6, the questions will be fewer in number. Results of the IPv6 Deployment Monitoring Survey will be presented and discussed widely, with the support of your RIR. The original ACSP Suggestion asked that ARIN maintain and publish a list of all prefixes transferred under section 8.3. The list should identify the original prefix (the block originally held by the transferor) and each subdivided prefix (each partial block derived from that original block) transferred under this policy, and should include the date each prefix was transferred. A new version of the ARIN Number Resource Policy Manual (NRPM) has been published to the ARIN website. NRPM version 2011.4 is effective 27 September 2011 and supersedes the previous version. NRPM 2011.4 contains the implementation of the following policies: ARIN-2010-14: Standardize IP Reassignment Registration Requirements ARIN-2011-3: Better IPv6 Allocations for ISPs In July we reported that 2011-3 would be implemented no later than 15 February 2012, however, implementation work on this was started sooner than expected. As a result, we are happy to report that ARIN will now be able to accept requests under policy 2011-3 for IPv6 allocations ranging from /36 to /24. ARIN will continue working on the final stages of this implementation to enable allocations larger than /24, and expect it to be completed no later than 15 February 2012 as originally planned. 2010-14 was adopted by the ARIN Board of Trustees on 15 February 2011. 2011-3 was adopted on 10 June 2011. [arin-announce] Changes to MAIL-FROM Authentication in ARIN’s IRR
Aside from the improvements made in the IRR for authentication and notification, rolled out 29 September, there has been one change that has affected a number of users. To add the new functionality, ARIN took third party IRR software and integrated it within ARIN operations. The software that had the improved authentication system had explicitly disabled any MAIL-FROM authentication. ARIN inserted simple MAIL-FROM authentication, but regular expressions that were in the previous system are no longer supported. The “from” header which is generated by your Mail User Agent is used in matching your email address within the auth field of the mntner object. The two (from header and mail address) must match exactly. ARIN realizes that this is inconvenient for those who have regular expressions for their email address within the maintainer MAIL-FROM values. Timothy Denton and Bill Woodcock have been re-elected to the ARIN Board of Trustees. Each will serve a three-year term commencing 1 January 2012. The ARIN Board of Trustees congratulates Tim and Bill. The Board thanks Rudolph Daniel, Aaron Hughes, and Jack Waters for their participation as candidates in the election and encourages their continued participation in the ARIN community. ARIN would also like to congratulate the individuals elected to the ARIN Advisory Council: Kevin Blumberg was elected, and Dan Alexander, Bill Darte, David Farmer, and John Sweeting were all re-elected to the ARIN Advisory Council. Consistent with the ASO Memorandum of Understanding and ICANN Bylaws, the Address Supporting Organization Address Council (ASO AC) calls for nominations for Seat Number 9 on the ICANN Board. The nomination period will close at 23:59 UTC on 16 January 2012. All candidates must sign a Letter of Certification detailing previous conduct and character. We will send this letter to each applicant along with instructions on what to do next. We are unable to consider candidates who fail to follow these instructions. Additionally, the elected candidate will be subject to an independent due diligence review conducted by an ICANN provided contractor (election procedures section 7.4.9). This review is similar to those performed with all ICANN Board selected candidates. Announcement of the winner will follow the successful review report. The ASO AC election procedures are found in Section 7 of the ASO Operating Procedures and are available on the ASO website at: http://aso.icann.org/documents/operating-procedures-aso-ac/ Article VI of the ICANN Bylaws states that: “At any given time, no two Directors selected by a Supporting Organization shall be citizens from the same country or of countries located in the same Geographic Region.” The ASO AC selection for Seat 10 of the ICANN Board of Directors resides in the APNIC region, so nominees for Seat 9 cannot reside in the APNIC region. On 4 November 2011 ARIN concluded its consultation with the community with regards to the Legacy Registration Services Agreement (LRSA) 3.0, the first fundamental rewrite of the LRSA introduced in 2007. The revisions found in version 3.0 were based on the execution of over 500 LRSAs and community feedback throughout that process. The consultation yielded constructive comments both on ARIN's Public Policy Mailing List (PPML) as well as off-list. ARIN is pleased to announce the availability of a trial WHOWAS service that will provide historical registration information for a given IP address or ASN. During the trial, requests should be submitted via email to hostmas...@arin.net and must include details about the registration in question and the reason for the request. Requestors will then be required to sign and return an WHOWAS Terms of Use Agreement before their WHOWAS request can be processed. Because requests will be manually processed during the trial, ARIN reserves the right to set limits on the number of requests that can be made by any single entity, regarding both the number of requests and period of time for requests. ARIN will make every effort to process requests in a timely fashion, but makes no specific guarantees related to processing time. This trial period will run for the remainder of 2011, and will serve to provide much needed data to assist ARIN in defining the scope and requirements for automating this service. ARIN reserves the right to terminate this service prior to the end of 2011 should request volumes exceed ARIN’s ability to provide responses in a timely manner. To assist in broadening participation, at every ARIN Public Policy and Members Meeting, the Meeting Fellowship Program provides financial support and mentoring to three individuals from within ARIN's service region to attend and participate. ARIN is currently seeking General Members in Good Standing to volunteer to serve on the Selection Committee that is charged with reviewing all eligible applications and selecting the recipients of these fellowships. To qualify for the Selection Committee, volunteers must have attended at least one ARIN Public Policy and Members Meeting in the past three years and be able to contribute approximately three hours of work selecting Fellows in early March and mid-September 2012. The ARIN Board of Trustees has extended the current IPv6 fee waiver of 25% for IPv6 registration services fees though 31 December 2012. In January 2008, the Board of Trustees decided to reduce the fee waiver incrementally over a period of four years. In order to continue to encourage IPv6 adoption, the Board voted to extend the fee waiver through 2012 at its meeting on 16 December, 2011. Full fees will be in effect in 2013. Existing holders of Internet number resources will also have the opportunity to upgrade to this new version of the RSA. There are notable and substantive changes with this new version. These changes are described in more detail below. RSA version 11.0 is an update to the current RSA version 10.2; however with the nature of the changes, it is not useful to describe the changes line by line. This new version includes a number of revisions including the removal of the application process from the contract document. We believe this change, among others, will be very helpful in clarifying the terms and structure of the agreement. No Revocation for Lack of Utilization One of the substantive changes that can be seen in RSA version 11.0 is to clarify that ARIN will not revoke a holder's resources for lack of utilization. A holder's utilization of its resources however shall be a factor in evaluating a holder's request for additional Internet number resources from ARIN or a holder's request to receive a transfer of resources. Venues for Dispute Resolution Another substantive change in RSA version 11.0 is updating the dispute resolution mechanism, which has never been used to date. This section (See section 14(k)) now provides for venues in Canada as well as Miami as a potential venue for disputes involving Caribbean registrants. Modifications to Allow Eventual Convergence of the RSA and LRSA ARIN recently released a new LRSA Version 3.0. In the past there has been some concern that there are significant differences between the standard RSA and standard LRSA, by which the LRSA provided more favorable terms to Legacy holders. As ARIN moves toward the final issuance of new IPv4 resources, it is actively working towards narrowing the differences between the two agreements. For example, LRSA version 1 and version 2 holders were given very attractive financial terms that may not fully cover the fair share of costs in providing services to Legacy holders generally. In order to ultimately converge the two RSA forms in the future, more flexibility is needed in this area and therefore, the Fees section of the RSA version 11.0 and LRSA version 3.0 are more similar. We invite the community to review RSA version 11.0 and compare it both to the previous RSA version 10.2 as well as to the recently released LRSA version 3.0. The community's constructive feedback will assist ARIN in finalizing RSA version 11.0 for general availability. The community consultation period will end on 23 March 2012. There is still time to make your opinions known about the proposed changes to the ARIN Registration Service Agreement (RSA). Based on feedback from the community and experience executing Registration Service Agreements (RSAs), ARIN has constructed a new RSA, version 11.0, and is seeking community input regarding this new version. Following community consultation and finalization, entities requesting Internet number resources from ARIN will be using this new RSA version 11.0. Existing holders of Internet number resources will also have the opportunity to upgrade to this new version of the RSA. There are notable and substantive changes with this new version. [arin-announce] Maintenance Work Scheduled for Saturday, 24 March
On Saturday, 24 March 2012 ARIN will be conducting maintenance on back-end systems in order to upgrade the management applications for ARIN Online and upgrade Whois-RWS. The work will take place from 6:00 AM until approximately 5:00 PM EDT. There are two phases to this work window. Between 6:00 AM and 1:00 PM EDT ARIN users will experience interruption of three external services while this maintenance is performed. For the duration, you will not be able to log in to your ARIN Online account. Any mail sent to Registration Services will be queued and not immediately acknowledged. Additionally, transactions submitted via ARIN’s RESTful Provisioning service will be rejected with an outage error. Once the systems are back online, you will regain use of your ARIN Online account and queued mail will be processed. You will need to resubmit any RESTful calls sent during the outage so they can be processed. Whois services may be degraded during this time. Between 12:00 PM and 5:00 PM EDT, all ARIN services will be available, but Whois services may be degraded while the system updates are completed. All other ARIN publicly available services (IRR, website, etc) will be available during this outage. Thank you for your patience and cooperation. ARIN is pleased to announce the integration of its WhoWas service in ARIN Online. ARIN’s WhoWas service provides historical registration reports for a given IP address or ASN. WhoWas functionality is available to ARIN Online users through the DOWNLOADS option in the left navigation. To access this service, users must first submit a one-time request to become authorized to access the WhoWas service. Once approved, users will need to agree to the WhoWas Terms of Use before requesting a report. Over the last year, ARIN has been getting a lot of questions about how it deals with Internet number resource transfers. Particularly, there has been some confusion about ARIN’s current IPv4 address pool and the differences between transfers and the Specified Transfer Listing Service (STLS). In an effort to address these concerns, ARIN has done an overhaul of its homepage and transfer related content. On the homepage you will see that the IPv4 Address Counter has been moved to a more prominent position and that directly above it there is a link to the Transfer Resources section of the website. You can use this link to go to the main Transfer Resources landing page or mouse over the “More Information” box to reveal dropdown navigation for shortcuts to each page in the section.
