I do not support the re-adding of organizations with any size of IPv4
holdings back to the wait-list.

There are 18 comments in favour of the spirit of this policy, and 5
Organizations in the waiting list went to ARIN's vetting process before they
got into waiting list, so justification already exist,

comment helped - organizations who had made business plans that were dependent
on obtaining IPv4 space through the waiting list process only have
