Does any know if there is a way to add a Task Group Template with child tasks
to a BULK load of Incidents.
Yes DMT is a way but my challenge is the Tasks.

I did not realized that 7.1 was not a java enabled installer. I went from 7.1
to 7.5 and from there to 7.6. That file must have been in place during the
first 7.5 attempt that blew up my environment. From that point on I had to
manipulate that file to continue (or retry) upgrades.

I had basically the exact same question, search for "set fields
behavior if no requests match filter" to find it.
Don't do a push fields. Just do a set fields against your own form
but use a query like:
