Are you sure installation fails completely? Or is that just a warning message
about email engine being disabled?
If installation failing then BMC need to test it , disabling email engine on
startup should not cause ARS installation to fail.

With the 8.1 install, the Email Engine is installed but not configured. The
configuration is made via the Application Administration Console.

As far as I know , this is what might be happening , If this is an upgrade
install , then in 8.1 email engine is a part of AR Components. 8.1 patch
installer expect that existing email engine process has to be enable so that
installer can restart it and import upgrade version of remedy email

If all component installed via the installer need to be running when
applying a patch, it should be documented in the install/patch
documentation.

I usually set the max Attachment size to the same as the customers email system
limit. I have seen it anywhere from 10 to 40Meg. Create a process for anything
bigger then the limit. In Work Log Attach a link to the file on a FTP server
or in SharePoint.
