The difference between GMT and UTC is that GMT is a timezone and UTC is
time standard.

Yes, I was always annoyed that one couldn't specify an actual time zone for the
'time zone' field. The menu in the UI doesn't actually list time zones at all,
but cities.
But you made me think that maybe I should be thinking outside the box here - or
rather outside the menu!

Solves your problem. Why? Because it is tied to Morroco which doesn't obey
daylight savings time

The only think I found to do was to use AZORES time which is -1 GMT. Then
when DST ends we would have to change back to
Greenwich Mean Time - Africa/Casablanca. But in my 8.1 windows system
Africa/Casablanca does use DST.
