than a question of tool functionality.
How do you want to continue your business and your operations if your data
center does not respond any more or one part of the ITSM system fails?

Rick is right, pop-up before login will require modifying .jsp.
If you can wait until after the login, you can use an active link on the

I was asked to look into the possibility of posting a message at the log. When
the user goes to the log in either would be a message on the page sort of like
when you get a failed authentication or need to enable pop's. Other option
could be a pop to display the message. Hoping I can do
