with qualifications/URLs. This is not that issue.
We have a new server on a development domain. The domain has no DNS and
is pretty restricted in usage.
The server/mid-tier is accessible by IP only and the default web

The configured server list is what is configured in the mid-tier
configuration page under ar servers.
