I believe the root issue is this Active Link:
CHG:CTU:WindowOpen_035_TypeSearch_TemplateFound
Basically, if you use the write-ahead capability to find your template it will
fire the above Active Link

the query used in the filter is not specific enough and will present you with
duplicate entries in your template list.

I'm just wondering if anyone else has run into this...
I configured a change template for a support group called All Users. I login
with an admin account who has this group set as default. I use the template and
all is good. I then login with my own account. I'm a member of All Users
