This has now been solved. The solution was to remove it from our domain and run
it locally.
Some company rules on the domain stopped us from installing Remedy Server.

In this case I really need to drag within the same table. Today we have a
visible field (Implementation order) that we manually edit and use to sort the
table. Takes some time if you wanna move around a lot of requests and get them
in the right prio order.

The solution is to add the folowing rows at the end of the file
C:windows\win.ini.

We run ARServer 8.1 with SQL Server.
Our users still prefer to use User tool 7.6.04 (and it works fine).
Recently we upgraded to Office 2016 and after that some users face a problem
with the function
File -> Send Request -> Mail Recipient.
The menu choice is disabled (grayed out).
