There's a download that you can buy for about $30 (.csv file). It has all
Zip Codes and their preferred an accepted city names, their states,
counties, time zone, DST indicator (whether or not observed), and
latitude/longitude (central point within the Zip Code).
Does anyone know where I can get a complete list of ALL Cities in the USA?

I don't know of such a source, but I know that the USPS puts out a multi-disk set based upon Zip Codes. Try looking on usps.gov for it.
