I'm, experiencing the same problem. Unfortunately, this is as 1.9.9 that
can't be upgrade now.
My problem is in DATA transfer. If I put the port 25 directly to exim, the
transfer of incoming e-mails
are 5 - 10 Mbytes/s. In ASSP, the speed are 5 KBytes/s !!! Yes, KBytes
instead Mbytes.

The second line of default bombheaderre.txt file is blocking the majority
of 2014 messages in our sites.
I believe that is an old check to prevent messages with dates in future:
