Looks like a base Rhino channel bank with a 4
port FXS card will run me about $900.

What about fax machines working over a PRI T1
line? Run FXS ports to each fax machine and the
TDM card will convert the digital T1 to analog
for faxing?
I have no POTS lines, just a T1 (PRI soon if I
find out I can use asterisk for regular POTS-type
faxing).

Sorry, let me clarify. I have more information
from the owner now. Only an ATT Classic Mail
voicemail system broke. The ATT Merlin 820D key
system is still working fine.
So, temporarily I have voicemail service from my
carrier.
