I've implemented Queues with "members" instead of "agents" (ie: no
agents.conf). Queue Members are either static (member=chan/exten in
queues.conf) or dynamic (added via AddQueueMember). This works quite
well.
The only functionality from chan_agent I miss is that of "ackcall=yes"
(ie:

Regardless of the ackcall setting in agent.conf, if I have agents logged in
to a phone on a zap channel, when a call is made the agent's phone rings,
and when they answer, they have to press "#" in order to hear the
announcement
