Since I was looking for the correct CLID, my Asterisk rejected it, and
it went to, I assume, IPKall
Searching their support forum, posted today is the fact they are
discontinuing any VM
The message saying that they are discontinuing their offering of
voicemail was posted on August 24, 2007 - two years ago. That
doesn't seem to be a new issue.

I have a DID from IPKall that is forwarded to my Asterisk box and I have
done no special configuration for SIP URI:

Well, a valid point.
A lot will depend on just how dynaic the IP address is. If it rarely
changes (typical of cable in the UK), then you just treat it as static.
Use dyndns, etc. just
Alternatively, get a SIP account with a proper ITSP and have then register
a number for you, then you just connect to them via SIP rather than have
them rely on connecting to you.
