You need to either need to put all your
extensions in the same context or use a GoTo command.
Try this instead:
extensions.conf
[internal1]
exten = 311000,1,Dial(SIP/teste1)
exten = 312000,1,Dial(SIP/teste2)
exten = 313000,1,Dial(SIP/teste3)
sip.conf
[teste1]
