Msacmce.dll is a file that's part of CE that contains the codec that decodes the samples in the DLS. I found this in a rather hacky way,by replacing the DLL with something else and seeing if it would still work.

Yes. If you got 1809, it would show up as a feature update. They're slowing the rollout for a reason, the update was pretty disastrous and they're trying to avoid pushing the update out to hardware that may not have been tested.
