In Rsync.pm, --ignore-times is added to the args for full runs.

rsync should not(i mean, it is designed not) assume that a file exists under
any circumstances. It should still check every file's mtime.

backuppc will even send warning emails for disabled hosts! you must remove
the email notify address!

have DHCP update DNS so that I can have an acurate local name service and

the 3 following
1) a full has rsync ignore matching mtimes and checksum all files while and
incremental trusts matching mtimes
2)backuppc has a different keep/delete schedule for fulls vs incrementals.

Another question from me in trying to understand the way BackupPC works.
I have a full rsync backup scheduled for one of my hosts.
Now the backup is running for hours and nothing is happening.
What did I check?
