Yes, it is this case. Baculum doesn't support yet restore from copied
jobs. The only exception is when original job is purged and copied job
becomes as normal backup, as you pointed in the documentation.

Actually copy job is always recycled before the migration job, so only
migration job will be promoted.
I think I will use copy jobs only for my pools, but I don't know which copy
will be promoted to backup.

Thanks for reporting this issue. I reproduced it on my side too.
It is caused by .bvfs_get_jobids command, that in your copy and
migration job configuration returns wrong value. I described it in a bug
