Non-association with covenant-breakers

The Baha'i Studies Listserv I was wondering if the prohibition on associating with covenant-breakers includes people of all ages. If people reach maturity at 15 and decide to become Baha'is then is it okay to associate with covenant-breakers who are less than 15 years-old? Regards,David
