it just doesn't work:
the correct user default command that works for current TextWrangler (version
5.5.2 (397016), Mac App Store build) is:
defaults write com.barebones.textwrangler SurfNextPreviousInDisplayOrder
-bool
Command should be run in the command line. I believe restarting the program
is necessary. It took a while before it took effect for me, but it worked
eventually.

For those using TextWrangler like myself, I was able to correct it using
the command:
defaults write com.barebones.textwrangler SurfNextPreviousInDrawerOrder
-bool YES
(note the substitution of textwrangler in place of bbedit).
defaults write com.barebones.bbedit SurfNextPreviousInDrawerOrder -bool
YES
This appeared to have no effect on my copy 10.0.1. My Currently Open
Documents still behaves schizophrenically when reordered and using
key commands for previous and next document.
In essence, I can not reorder

Hmm... I've just noticed that the navigation ordering can get a little
mixed up if there are multiple files of the same name.
