Thanks to those above for providing the solution for BBedit. For those using TextWrangler like myself, I was able to correct it using the command: defaults write com.barebones.textwrangler SurfNextPreviousInDrawerOrder -bool YES (note the substitution of textwrangler in place of bbedit).
