Yea, I almost always want to adjust the inset vs the border of the
inset. A change in the defaults here would be fine imho.

Not sure if you know, but you deselect it one time and from then on it is
unselected by default as long as that scene is open.

Another option you can try is build blender your self, find the file
editmesh_inset.c
Change the line that says:
RNA_def_boolean(ot-srna, use_select_inset, true, Select Outer, Select the
new inset faces);
and change to:
RNA_def_boolean(ot-srna, use_select_inset, false, Select Outer, Select
