The error message could be a less confusing, but it’s probably intentional,
Apple being Nanny again. I have to install a few machines in the practice, home
and family, so when I figured it out I just added it to my handbook :-)-O

If you have admin privileges go to a terminal and type
sudo spctl −−master−disable
which Apple considers a security risk.
Then try again.
