It isn't strictly speaking illegal to have flowers and plantings in
terraces or yards. However, in near-downtown parts of town, it's close to

hint that mom would drive.
Of course this was England in 1951, and folks were still recovering from
WWII. Money was tight, and cars were not yet a daily transportation mode
