7 zip updated it's program in 2015.
If you have an older version it will not unzip current 7z files.
Check when you got 7 zip.

Tried your advice.
I made the folder
3 D velocity inside the c:\program files (X86) folder.
I had then copied the zip folder over to the new folder.
Tapped my applications key and went down to 7 zip since I do have it installed,
went to to extract I tried to extract the files to

is a zipped file from 7zip.
You need to download and install, 7 zip first.

Once installed it adds items to your context key, the one to the right of the
spacebar.
You can create a folder for the game then copy
tdv-compiled.7z
inside it.
