We have landed the change that will clear the fallback surface if a CCNS
page is stored in BFCache, so the pixels from the CCNS page won't appear
after navigating back. This change should resolve Vlad's concern mentioned
in the most recent email.
The experiment that would restore BFC
At the moment it appears the spec is not complete, as a possibly-large
chunk of behavior (regarding request/response reuse that modifies the
behavior of fetch() inside service worker fetch handlers) needs to have its
spec written:

I agree that it makes sense to wait with the shorthand until we support
both of the longhand properties. Some developers may be surprised
when text-spacing doesn't work but text-spacing-trim does, but it can be
feature detected so I don't think it's worth delaying all 3 properties to
ship to
