I have found that some files are missing on Ubuntu 23.04 (BRLTTY 6.5), and
as such I can't use the command brltty-setcaps to grant permission for
cap_sys_admin, cap_sys_tty_config, cap_mknod. This explains why I can't use
the braille keyboard to input.

brltty are under /etc/brltty.
I think in order to execute 'brltty -setcaps' you would have to kill the
running instance of brltty first, and then invoke it mannually. To do
that on Ubuntu, you would have to put 'sudo' in

space in the command so '-setcaps' is a parameter, I don't know.
I wonder if it was a script and the functionality was moved into the
program, or if it isn't in Brltty 6.5.
