It seems that this problem has already happened other times (by example notice
two emails from dates 2017/11/28 and 2018/08/05 with the subject
"ChangeLog not updated anymore" in openbsd-bugs ).
I guess some automatic process on the base servers is not working.

I use https://ftp.fau.de/pub/OpenBSD/Changelogs/ChangeLog
but I have looked at others mirrors (Canada mirrors, USA mirrors) and the file
is not updated since February 3.
