The client is seeking a contract resource to support the State Laboratory's
Starlims version upgrade with experience in project management and lab
process configuration in a Laboratory Information Management System (LIMS).

The client is seeking a contract resource to support the State Laboratory's
Starlims version upgrade with experience in project management and lab
process configuration in a LIMS system. This resource will act as the
project manager for this effort. This temporary position will be a part of
the team and work with Lab supervision/staff as a lab test subject matter
expert and be the liaison back to the Lab information technology team that
supports configuration changes and setups within the Laboratory Information
Management System (LIMS). This technically project manager will allow the
Laboratory to supplement existing Lab staff that must complete a scheduled
LIMS maintenance version upgrade. Description (including, but not limited
to):

1. Work with the different internal laboratory specialists to help complete
their required tasks in the set up and configuration of the lab test
modules within the LIMS supported by the IT staff and LIMS vendor.
2. Aid in the verification of the user data entry screens, workflow steps,
worksheets, label templates, and final reports.
3. With the lab specialists, help review and verify the Electronic Lab
Result messages with appropriate CDC and DPH personnel and information
technology staff to ensure proper compliance to the Lab need.
4. Manage scope, resources, establish and maintain compliance to timelines,
and communications between Lab personnel DHHS PMO, State EPMO, and LIMS
vendor in executing the project plan.
5. Organize, review and verify in LIMS that the lab staff have met the
demographic, test methods, equipment and lab inventory required in their
workflow processes.
6. Responsible to lead the project and ensure successful delivery of the
upgrade.
6. Help outline and document laboratory policy and procedures associated
within the individual lab units.

*Statewide Description (including, but not limited to):*

6. Development and execution of training and education on standard project

*PMO Duties include: *

Working under the direction of the DPI Project Management Office (PMO), the
Contractor shall be responsible for managing and administering all aspects
of a State IT project funded through state dollars for theClient, which
shall include but not be limited to the following deliverables and duties:
a. Oversight for the successful completion of end to end project work,
including all work products and deliverables.
b. Creation and management of the integrated project plan, execution of the
project plan, project status meetings, scope changes, risk and issue
tracking/mitigation, and coordination across project teams.
c. Negotiations external and internal to project teams.
d. Management of project scope, resources, timelines, costs/budgets,
quality, communication, and procurements to meet the goals of the State.
e. Management of communications involving multiple agencies, divisions and
school districts statewide with direct citizen impact.
f. Utilize enterprise implementation and multiple technology disciplines
with significant business process engineering efforts.
g. Communicate daily with Stakeholder agencies, districts, contractors,
vendors and project team members, assigning project work, conducting
project task reviews, and monitoring performance and delivery schedules of
all project resources and team staff.
h. Proactively manage risks and issues, escalating when appropriate.
i. Ensure all deliverables are completed on schedule.
j. Oversee adherence to SDLC methodologies.
k. Provide advice and counsel to executive level management regarding
issues, risk, schedule, budget, scope, changes, and communication and
business process changes.
l. Conduct weekly project status reporting to DPI PMO and State EPMO.
m. Provide quarterly updates to Project Financial Assessment information.
n. Coordinate with the PMO Manager and EPMO Project Management Advisor.
o. Oversee adherence to all State IT project oversight and reporting
requirements.
p. Coordinate release and implementation of changes to existing and future
functionality.
q. Other actions as assigned or requested.

*Project-Specific Duties include: *
1. Oversee K-3 Formative Assessment Process (K3FAP) solution comprised of
multiple deliverables, including delegation and coordination of tasks.
2. Meet all State IT Project Management Oversight reporting expectations.
3. Act as the technical liaison between DPI and Teaching Strategies for all
relevant project planning and status review meetings (Action Items, Issues
and Risk topics) for all of the above.
4. Provide and direct Production Support and technical liaison for
Kindergarten-¬3rd Grade Formative Assessment Process (K¬3 FAP) solution.
5. Oversee Data Integration and Operational Support.
6. Manage project team resources, including Business Analyst and all Vendor
resources.
7. Monitor performance of vendor (Teaching Strategies) and realign project
as business needs change.
8. Provide contract management support by working with executive and legal
staff to monitor adherence to vendor contracts with Teaching Strategies,
LLC.  The contract includes a Service Level Agreement that defines
acceptable performance and up-time metrics and remedies if not achieved.
9. Interface with legal, procurement, Business Owners, PMO, Security and
Architecture staff.
10. Coordinate with Internal Agency personnel and projects as needed to
meet project goals.
11. Oversee delivery of customer support to LEAs and Regional Consultants.
12. Build strong partnerships with internal and external customers and
stakeholders.
13. Other duties as assigned

The NC Department of Health and Human Services (DHHS) is seeking a short
term (approx. 12 month) senior project manager to lead the analyses,
development and subsequent implementation of the plan to meet the
objectives of the SSNRI effort

The overall objective of the Social Security Number Removal Initiative
(SSNRI) is to remove the SSN from Medicare cards and reduce the risk of
identity theft for all Medicare beneficiaries. In order for States to be
fully compliant, policies and systems must be examined and the appropriate
changes identified and modifications tested prior to CMS distributing new
Medicare cards (est. April 2018). New Medicare cards will be issued with a
new MBI to approximately 60 million beneficiaries by April 2019

This lead Project Manager position will manage the day to day activities
for the project and complete all input to the State Project Management
(Touchdown) system. Responsibilities include but are not limited to:
authoring all project management artifacts following the practices and
guidelines from the PMI’s PMBOK, developing the detailed project budget,
monitoring expenditures, developing and maintaining all required State CIO
project documentation, serving as an IT management liaison to the business
client, leading and performing hands-on analysis of the business and
technical environments, supervising implementation activities, ensuring
that project plans and schedules are established and maintained, ensuring
that deliverables are completed timely and accurately, supervising staff
(State and contractual staff), conducting formal presentations,
coordinating with all project stakeholders and ensure that appropriate
project controls are instituted.

The selected candidate must be a results-oriented individual with a very
strong work ethic. The role requires a very strong understanding of
Medicaid business models and Federal CMS expectations. Must be able to
demonstrate excellent IT Project Management, negotiation, communication and
problem-solving skills. This position will be responsible for working with
senior-level business executives, IT personnel, and business program
resources to execute project requirements and manage stakeholder
expectations.

Responsibilities include but are not limited to: authoring all project
