[BVARC] There appears to be some confusion re !D and 1E for Field Day

The NORMAL rules for FD state that any station operating D class (1D, 2D, etc) cannot claim contacts made another D class station.HOWEVER, that rule is waived for 2020.  So, this year only, any class can count contacts made with any class, including D class. There is also confusion regarding
