Iirc, Houston fire and police have started to migrate to the 700MHz band
which uses P25 PII..based on TDMA protocols. A lot of the TalkGroups are
still simulcasted on the P25 Phase1 800MHz trunk system so a trunk tracker
scanner will pick up most of the conversations. But as more TGs migrate

I have 2 RadioShack model PRO-2052 scanners. Plus 2 Owners Manuals and
lists of frequencies for Fort Bend and Harris Counties.
The radios can be used mobile with a power connection to the cigar or power
connector in the vehicle.

The odds of finding a scanner capable of monitoring HPD/HFD Digital radio
system is scarce. You might do as well to try the APP Broadcastify HPD ALL

Not all counties are on that list; you may want to try Harris if you live
in other nearby counties, like Waller.
