Iirc, Houston fire and police have started to migrate to the 700MHz band which uses P25 PII..based on TDMA protocols. A lot of the TalkGroups are still simulcasted on the P25 Phase1 800MHz trunk system so a trunk tracker scanner will pick up most of the conversations. But as more TGs migrate totally to the new system, that would take a new scanner with Phase II capability and they are not as widely accessible. The Radio Shack PRO652/653 scanners decode Phase1 and trunking but not Phase2 and they still command high price . Whistler and Uniden likely have scanners for Phase 2 but even Phase 1 scanners cost $$. Add Phase 2 capability and you're looking at $400 to 500 costs per scanner.
